            <description><![CDATA[<h4><br />About the DOE Office of Small and Disadvantaged Utilization</h4>
<p>The Office of Small and Disadvantaged Utilization is committed to increasing the contracting opportunities awarded to small and disadvantaged businesses, establishing goals, promulgating policy, and developing practices and programs to encourage and increase small business participation in departmental procurement opportunities, and guiding small and disadvantaged businesses through the process of contracting with the Federal government.</p>
<p>Specifically, the Office of Small and Disadvantaged Utilization assists small disadvantaged, 8(a), women-owned, service-disabled veteran-owned businesses, and businesses located in Historically Underutilized Business Zones(HUBZones).</p>
<p>Small businesses that contract with the Energy Department help to drive their mission forward every day. This requires a large variety of goods and services, from construction to IT to facilities management to technical operations.</p>
<h4>About the DOE Contracting Process</h4>
<p>The Energy Department has a unique contracting process. They own land and facilities, and large facility management contractors manage and operate them on a daily basis.&nbsp; As a result, the Department obligates approximately 85% of their procurement dollars to their facility management contractors in the field.&nbsp; The field includes labs, technology centers and operations offices.</p>

<h4><br />About GSA</h4>
<p>As the acquisition arm of the federal government, the General Services Administration (GSA) plays a vital role in connecting the private sector with federal agencies fulfilling their business needs. GSA offers professional services, equipment, supplies, telecommunications, and information technology from commercial businesses to government organizations and the military through acquisition solutions from its Federal Acquisition Service (FAS).</p>
<p>GSA helps small businesses stay competitive in the federal market. On-site federal experts will be available to meet with small business owners one-on-one for 10-12 minutes to discuss GSA and answer any questions you may have about GSA, GSA Schedules, and much more.</p>
<h4>GSA Schedules</h4>
<p>When commercial businesses sell goods and services to the federal government through GSA, different kinds of contracts are used for different purposes. The primary contract vehicle is the GSA Schedules, or Multiple Award Schedules, program.</p>
<p>The GSA Schedules program is the premier acquisition vehicle in the federal government, with approximately $50 billion in yearly spending or 10% of overall federal procurement spending in any one year.</p>
